Based on 2011 UPSR = 25% failed in English PMR = 23% failed in English SPM = 22% failed in English 1119 = 50% failed in English MUET = 52% of the students scored lower than Band 1 and Band 2 In Common European Framework of Reference for Languages (CEFP) Test on 70,000 teachers Attend the test: 60100 teachers Pass: 20100 teachers Average teachers: 30700 teachers New learners (mean that extremely poor in English):3000 teachers In short, there is only 34% of the teachers who is qualified to be an English teachers. There is 60% of the teachers who teach UPSR are qualified teachers.
